This makes me think of two things: one is that I am happy that Russia is too weak to take action on this (declining population combined with one central government trying to hold onto the world's largest country hopefully means that they can't afford to stretch themselves all the way over to Serbia) and two is that I feel that this really points to there needing to be a military arm to the EU that is independent of NATO (to allow the EU to make decisions of regional security without needing to ask America's permission and even more importantly to make security decisions that don't automatically implicate the US).
